Corrections Department Commissioner Joseph K. Spano

 The Westchester County Department of Correction (WCDOC) is one of the largest county jail systems in New York State. Our core mission is to:

  • Protect the public and the residents of Westchester County by providing safe, secure, and professional correctional services to individuals entrusted to our custody, while promoting professionalism, compassion, accountability, cohesion, inclusion, and diversity.
  • Ensure the safety and well-being of staff, visitors, and incarcerated individuals by operating facilities and programs within a secure and humane environment that meets the highest professional standards, constitutional requirements, and nationally recognized best practices in corrections.
  • Reduce recidivism by providing incarcerated individuals with access to meaningful rehabilitative programming, including education, substance abuse and mental health treatment, vocational training, violence reduction initiatives, life-skills development, parenting programs, and structured transitional services that support successful reintegration into the community.
  • Meet the current and future correctional and rehabilitative needs of Westchester County through strategic planning, effective leadership, and responsible fiscal and resource management.

To support this mission, the Department has implemented nationally recognized correctional standards into its daily operations, enhanced training across all levels of the workforce, and introduced technological advancements designed to strengthen safety, security, and operational efficiency.

The Westchester County Department of Correction is recognized as a national leader in corrections through its dual accreditation by the American Correctional Association (ACA) and the National Commission on Correctional Health Care (NCCHC). In addition, WCDOC was the first local correctional agency in New York State to achieve compliance with the Prison Rape Elimination Act (PREA), meeting and exceeding the standards established by the U.S. Department of Justice. Operating under these standards enhances safety, strengthens staff training, and improves facility health and sanitation conditions for both staff and incarcerated individuals.

Beyond security and compliance, the Department remains deeply committed to rehabilitation and reentry. Through partnerships with healthcare professionals, educators, spiritual care providers, volunteers, support staff, and community organizations, we offer a wide range of programs and services designed to prepare individuals in our custody for a successful return to their communities.

I am proud to report that these collective efforts continue to positively impact those in our care, resulting in many success stories, with individuals leaving our facilities healthier, better prepared, and equipped with the tools needed to become productive members of society.
